First method
- In the PDF overview window, tap on the down-facing arrow at the bottom of the page thumbnail.
- Add Page to outline.
- Enter the title for the outline item.
- Tap Add.
Second method
- From within the app’s workspace, tap on the three dots at the top far right corner of the top toolbar.
- Add This Page to Outline.
- Enter the title for the outline item.
- Tap Add.
Exporting the hyperlinks to other apps
To make sure the hyperlinks in your notebook are not deactivated, export your PDF as an editable PDF file.
- Tap Export.
- Tap Export All.
- Select PDF format for exporting.
- Tap PDF Data Format.
- Tap Editable and export your PDF.
The hyperlinks will work only in apps that support hyperlinks. If you export your notes as a flattened PDF, both hyperlinks and outlines in your document will be deactivated.

Have you found a way to create an outline with multiple levels like you can sometimes find it in PDF-files?
If you import such a pdf into goodnotes, the multilevel outline also works in goodnotes. I haven’t found a way to create such an outline myself though.
GoodNotes doesn’t have an option to create multiple levels for outlines yet. We’re still waiting for that feature
